Ingemar Johansson described the goals of the non-profit known as HARP and its progress thus far.

The organizational meeting of HARP drew 160 people, and the membership is currently 200 (compared to a population in Honor of only 303). With a grant from Rotary Charities HARP was able to hire a professional consulting firm. HARP has weekly meetings at the Village Hall. The group is non-political and run by volunteers. Everyone is welcome, and HARP strives to be positive and transparent in all its dealings. It seeks to preserve the history of Honor, protect its resources, prepare for growth, draw business and encourage iniatives that are good for the young people of the area.
